Dear Sir,
This is with reference to Dr. S. Radhakrishnan Postdoctoral Fellowship in Humanities and Social Sciences (including languages), I am praying to UGC to raise the upper age limit immediately on the pattern of ICSSR and ICHR for the PDF. ICSSR has 45 upper age limit and ICHR has no upper age limit for PDF. (See Annexure-1)

UGC upper age limit debars the potential candidates from applying for the PDF. It is in the interest of the potential candidates, UGC and our College and University education system to raise the upper age limit at least five years to have better candidates to discharge their academic duties in a manner that is most required and suited.

The UGC had fixed the upper age limit at 35 at a time when the retirement age of a college or university teacher was much lower than what it is today. In the light of this also the upper age limit for the PDF may be raised.
I, therefore, request you to consider my application sympathetically and favourably. For this kind act I shall ever be grateful to you.

Recognizing my work, the Urdu Academy of Delhi had also given me its Award for Urdu Translation for the year 2013. Now I am feeling ashamed and disgusted that I accepted it from an Academy which also gives awards to the works of theft......Having said so, as a mark of protestI am returning this award (A cheque of rupees 50,000 drawn on SBI, No 694685, dated April 25, 2015, Shield, Citation and a shawl)

دہلی اردو اکادمی نے 2014کی جن کتابوں کوانعام سے نوازا ہے، اور جن کے لیے ایک جلسہ آج 27اپریل 2015شام پانچ بجے منعقد ہونا ہے، ان میں ایک کتاب ’اردو میں فنِ ترجمہ نگاری‘ گزشتہ کئی مہینوں سے تنازعے کا شکار ہے، اور اس پر مسلسل بات ہو رہی ہے کہ کتاب کے بیشتر ابواب معروف ادیبوں کے مضامین اور کتابوں سے ہو بہونقل کر دیے گئے ہیں۔ اور اس موضوع پر سید تنویر حسین کاایک تفصیلی مضمون موقر جریدے ’اردو بک ریویو‘ کے جنوری تا مارچ 2015کے شمارے میں شائع ہوچکا ہے۔
ایسی کتاب کو ایوارڈ سے نوازنے کے فیصلے کو شرمناک اور اردو کی بدبختی اور رسوائی کے سوا اور کیا نام دیا جائے؟ ہم جیسے لوگ اپنے صدمے کا اظہار کس طرح کریں؟ اکادمی نے 2013کا ترجمے کا ایوارڈ راقم الحروف کو بھی دیا تھا۔ چنانچہ بطور احتجاج میں میں نے اکادمی کے چئیر مین کو خط لکھ کر یہ ایوار ڈ واپس کر دیا ہے۔ ایوارڈ میں پچاس ہزار رویے، شیلڈ، توصیفی سند اور شال شامل تھی۔ یہ تمام چیزیں اور پچاس ہزار کا چیک آج اردو اکادمی کو واپس کردیا گیا ہے۔ 
براے مہربانی احتجاج میں انعام واپس کرنے کی خبر کواپنے موقر اخبار میں مناسب جگہ دیں۔اردو اکادمی اس سے قبل بھی متنازعہ کتابوں کو انعامات سے نواز چکی ہے اور سرقہ کرنے والے پروفیسروں اور ادیبوں کوکسی نہ کسی صورت میں نوازتی رہی ہے۔ اس سلسلے کو اب رکنا ہی چاہیے۔ امید ہے آپ اردو اکادمی کے غلط فیصلے اور اردودنیا میں فروغ پارہی اکادمک بدعنوانیوں کونمایاں کریںگے۔

Subject: Returning Urdu Academy Award for Urdu Translation
in protest over awarding a plagiarized book.


Dear Sir,

Today I received an invitation card from Delhi Urdu Academy for a programme to be held on 27 April 2015 to give away award for Urdu books published from Delhi. In the list of awarded books I was shocked to see the name of Dr. Mushtaq Qadri and his book ‘Urdu men Funn-e TarjumaNigari. Urdu Academy selected this book for award despite the fact that it is in controversy since it was published some months ago. In an article published in ‘Urdu Book Review’,a prestigious Urdu quarterly, in January-March 2015, Dr. Syed Tanvir Husain has pointed out that the book is nothing but a collection of stolen articles from a few well-known books and writers. He pointed out the names of original writers and has given details what parts of their writing has been plagiarized by Dr. Qadri. The whole Urdu circle of Delhi knows this fact very well and has been talking about it. Therefore, I was shocked to see that Delhi Urdu Academy decided to bestow award over such a book.

The unfortunate decision of Delhi Urdu Academy is a telling comment on the functioning of government institutions, and how corruption is plaguing them. The Academy is supposed to encourage genuine writers and promote and propagate the best works of Urdu among the readers so that this language gets a boost. By encouraging fraudulent works, the Urdu Academy is actually indulging disservice to the language and its speakers.

Recognizing my work, the Urdu Academy of Delhi had also given me its Award for Urdu Translation for the year 2013. Now I am feeling ashamed and disgusted that I accepted it from an Academy which also gives awards to the works of theft. I feel that in the present situation the award given to me is a blot on my honest work. And therefore, I should return it. Having said so,  as a mark of protestI am returning this award (A cheque of rupees 50,000 drawn on SBI, No 694685, dated April 25, 2015, Shield, Citation and a shawl).




If my protest succeeds in drawing your attention to such deep-routed ills of Urdu Academy, and if you decide to free it from this plague, I would be the happiest person and would think that—this is really an award for me!

As we are aware that Central University of Haryana has very strong reason to promote Urdu because Haryana has been a land of Khari Boli, which later developed as two stream of languages---Urdu and Hindi and this state has also played very significant role in the nurturing of vernacular languages. We are also aware that Urdu is a language of peace and harmony and the great heritage of India. It’s role in our freedom struggle is well known, and as a language, Urdu regularly promotes cultural and communal harmony, which is spoken and understood across the globe especially it is lingua franca of South Asian Countries.

Dear Madam,
I am writing to you with regard to the School of Humanities in your esteemed University. As we are aware that the concept of South Asian Regional Cooperation(SARC) cannot be meaningful and will remain incomplete as long as South Asian Languages, including Urdu, and Cultures are not taught in your University. For the attainment of the goal of the SARC it is important for the languages and cultures to interact between each other and learn from each other. Then only the regional cooperation in South Asia will be a possibility.
I would further like to bring to your kind notice that I had taken up this matter with late Prof. G.K. Chadha who had kindly assured me to do the needful. 
I therefore urge upon you to start the teaching of major languages, including Urdu, and culture of South Asia as soon as possible.

establishment of Urdu department in Central University of Himachal Pradesh

I had written to you a letter regarding the establishment of Urdu department in CUH. As we are aware that Himachal Pradesh has very strong reason to promote Urdu because this state was founded on the ground of Urdu language and until some years ago Urdu was taught in all schools of Himachal also. 
We are also aware that Urdu is a language of peace and harmony and the great heritage of India. Its role in our freedom struggle is well known, and as a language Urdu regularly promotes cultural and communal harmony. Urdu is not only a language of India and that of Pakistan but also a lingua franca of South Asian Countries.
I therefore urge upon you to start the teaching of Urdu in Central University of Himachal as soon as possible.

regarding the Indira Gandhi National Open University (IGNOU)

Dear Secretary,
I am writing to you regarding the Indira Gandhi National Open University (IGNOU). Ex-Prof. Naseer Ahmad Khan was hired as a consultant of Urdu to prepare text books for students without applying any academic criteria excepting the hirer and the hired belonged to the same clan and had studied at the same institution. It is generally accepted that he does not know Urdu and has no standing in the field of Urdu. Consequently, the material prepared under his guidance is such that it deserves to be consigned to dustbin. It is a gross misuse of the institution and its resources. The education system has been damaged and bad reputation has been brought to it by such undeserving person. Preparation of text books are a very serious job that need to be done by serious academicians.
IGNOU had advertised some Urdu positions. What is most surprising and objectionable is the fact that for the Department ofUrdu which is yet to be opened almost all the positions are reserved including the post of professor. It is reserved for ST. How many applications the institution would receive from that category? What sort of department it wants to open. If it is built on week foundation it will have far reaching consequences. It requires a very serious rethinking.

Regarding National Council for Promotion of Urdu Language (NCPUL).

Dear Minister,
I regret to say that even now the Ministry is not serious about this organization. Instead of appointing a full-fledged director, the Ministry has given additional responsibility of directorship to Dr. Khwaja Md Ekramuddin of JNU for more than a year. Though the post was advertised in April 2012, yet the Ministry did nothing to actually appoint the director. This shows the non-serious attitude of the Ministry towards this organization.



Therefore, this is to request you to take up the matter of the NCPUL on priority basis and bring its functioning on track. For this a full time director should be appointed without any further delay otherwise we will be forced to approach the court again through filing another PIL questioning the Ministry’s role in the malfunctioning of this organization and sheer wastage of a big portion of the budget allocated for the promotion of Urdu as a minority language.

Regarding functioning the NCPUL I had sent some suggestions through my letter dated March 21, 2012 (a copy is attached as Annexure 2 ). May I request you to let me know whether any action was taken in this regard? And if no action was taken, may I request you to reconsider my proposal.
